Official summary of the law (Knesset)

The Law is intended to strengthen the rights and dignity of a person for whom a guardian has been appointed or for whom the court is entitled to appoint a guardian. The Law amends the chapter regulating the appointment of a guardian, structures the court's discretion, and determines that the appointment of a guardian shall constitute a measure of last resort. The Law also establishes in detail the guiding principles that shall apply to the guardian and the methods of action by which he must act. In addition, the Law creates a mechanism for legal planning of an "enduring power of attorney" that allows a person who is capable of understanding the meaning of such a power of attorney to appoint another person who shall be authorized to act in his affairs if and when he ceases to be capable of making decisions. The Law also sets out the guiding principles that shall apply to the holder of the power of attorney and his methods of action. The Law also establishes a new mechanism of supported decision-making, enabling the appointment, for a person who needs it, of someone to assist him in obtaining information, understanding it, and reaching a decision on his own, which shall take effect in about two years.
