The Law was passed on its second and third readings on 22 January 2018, and it amends the Consumer Protection Law, 1981. The Law establishes that in an ongoing transaction as defined in the Consumer Protection Law in its current form, including a transaction for the supply of gas between a gas consumer and a gas supplier, the trader shall specify in the invoice or payment notice sent to the consumer the components of the fixed payment and their amounts. A fixed payment is defined in the Law as a payment separate from the payment based on the scope of consumption or use that the consumer makes of the goods or services provided by the trader, or a payment accompanying the payment based on the scope of consumption, regardless of what this payment is called. A trader who has not specified the components of the fixed payment and their amounts shall not be permitted to collect a fixed payment. A violation of the provisions of the section will allow the Commissioner of Consumer Protection and Fair Trade at the Ministry of Economy to impose a financial sanction on a trader that is a corporation, in the amount of 22,000 new shekels, and on a trader that is not a corporation, in the amount of 7,000 new shekels. The Law shall come into force five months from the date of its publication and shall apply to invoices or payment notices produced from the date the Law comes into force onward.
