The Public Broadcasting Law (Amendment No. 2), 2015, was passed in its second and third readings on 3 September 2015. The Public Broadcasting Law (Amendment No. 2), 2015 (hereinafter – the Amendment), amends the Public Broadcasting Law, 2014 (hereinafter – the Law), whose purpose is to establish a public broadcasting corporation and close the Broadcasting Authority. This amendment to the Law establishes several matters: First, changing the name of the Law to the "Israeli Public Broadcasting Law," changing the name of the corporation to the "Israeli Broadcasting Corporation," and anchoring the name of the radio station "Kol Yisrael" in the Law. Second, postponing the Law's commencement to 31 March 2016 (hereinafter – the commencement date), at which point the Israeli Broadcasting Corporation will begin operating and broadcasting. Third, it is established that from 2015 onward, no fee will be collected for possession of a television receiver. After the appointment of the first head of the news division, hiring of employees for positions of journalist, news editor, or program presenter in the news division shall be carried out by the head of the news division with the approval of the director-general and subject to the published rules. However, if the Council has been appointed, continued hiring of employees shall require its approval, and it may also condition such approval on certain terms. In addition, the Law establishes provisions regarding a special search committee for selecting officeholders, until the Council is appointed. The committee shall include the temporary director-general as committee chair, the chair of the search committee who is a retired judge, and an additional officeholder designated by the director-general.
