Official summary of the law (Knesset)
The Law for the Prevention of Harassment of Emergency Call Centers, 2016 provides that the Police and the Fire and Rescue Authority may block telephone numbers from which repeated harassment of emergency call centers is carried out. Depending on the duration of the harassment, the said authorities may filter, temporarily disconnect, or even permanently disconnect the telephone numbers, and in especially exceptional cases - even block the devices from which the harassment was carried out. The Law further provides that those designated for disconnection shall be given advance warning and the right to a hearing. Finally, the Law provides that the Minister of Public Security shall submit an annual report to the Constitution Committee including blocking data relative to the volume of incoming calls.
