החוק קובע כי ניתן להגיש בקשות מקוונות להנפקת תעודות זהות בלבד, בלא צורך בהתייצבות בלשכות רשות האוכלוסין, למי שטביעות אצבעותיו נאגרו במאגר הביומטרי הלאומי, בכפוף לתנאים המפורטים בחוק זה. נקבע כי השירות יינתן רק למי שמגיש את הבקשה כשהוא בגבולות מדינת ישראל. כמו כן, נקבע כי תעודות הזהות שיונפקו באמצעות הגשת בקשות מקוונות יהיו בתוקף ל-5 שנים בלבד. ההסדר עוגן בהוראת שעה שתקפה למשך שנה, עם אפשרות להאריכה לתקופה של עד שנה נוספת.
