The amendment to the Law authorizes the Minister of Energy and Infrastructure, in consultation with the Minister of Welfare and Social Security and with the agreement of the Minister of Finance, to increase, by Regulations, the discount on the residential electricity tariff currently set in the Law for electricity consumed by a consumer who has reached retirement age and is entitled to an income support allowance. Under the Law as currently worded, such consumers are entitled to a 50% discount on the electricity tariff for the first 400 kWh they consume for residential use. The amendment provides that the minister may increase the value of the aforementioned discount, both by increasing the discount rate and by increasing the quantity of electricity for which the discount is given. In addition, the amendment to the Law allows for an increase in the maximum total amount of discounts for electricity consumption enjoyed by additional populations as determined by Regulations of the Minister of Energy and Infrastructure, in consultation with the Minister of Welfare and Social Security and with the agreement of the Minister of Finance, which currently stands at an amount equal to 1.5% of the total payments made by all consumers for electricity consumption.
