התיקון לחוק קובע שביטול משטר התכנון בענף ההטלה (ענף ייצור ביצי מאכל), יידחה וייכנס לתוקף ב–1.1.2042, במקום ב–29.6.2032. לאחר שיבוטל משטר התכנון, לא תיקבע עוד מכסה ארצית לייצור ביצי מאכל בכל שנה וכן לא תיקבע מכסה אישית לכל מגדל. כמו כן, מוצע לבטל את סמכותו של שר החקלאות וביטחון המזון לדחות את מועד התחילה בתקופות מצטברות שלא יעלו על 3 שנים, הקבועה כיום בחוק. ביטול משטר התכנון בענף ההטלה נקבע במסגרת תיקון מס' 18 לחוק המועצה לענף הלול, שנחקק בשנת 2022. לפי תיקון מס' 18, ביום 29.6.2032 אמור היה להתבטל משטר התכנון, ושר החקלאות וביטחון המזון הוסמך כאמור לדחות את ביטולו בתקופות מצטברות שלא יעלו בסך הכל על 3 שנים. כמו כן, בתיקון מס' 18 לחוק נקבע שהחל ב-1.1.2023 ועד לכניסתו לתוקף של ביטול משטר התכנון, יחולו הוראות מעבר להסדרת התכנון בענף. בהתאם לכך, בתקופת המעבר, המכסה הארצית לגידול ביצי מאכל לשיווק היא 2.5 מיליארד ביצים, ושר החקלאות ופיתוח הכפר רשאי להגדילה בצו אם נוצרו תנאים המצדיקים זאת, בשיעור של עד 6% בשנה, או בשיעור של יותר מ-6% באישור ועדת הכלכלה. בנוסף, המגדלים שנקבעו להם מכסות אישיות ערב פרסום התיקון רשאים להמשיך ולגדל את מכסותיהם לאורך כל תקופת המעבר, ויהיו זכאים לפיצוי מהמדינה אם המשיכו לייצר את מכסותיהם עד תום תקופת המעבר. על כן, לאור דחיית מועד ביטול משטר התכנון, הוראות המעבר האמורות ימשיכו לחול עד 31.12.2041.
