נקבע שלעניין שנת הכספים הנוכחית, ברשויות מקומיות בהן התקיימו הבחירות לראש הרשות עד ה-31.03, תוכל המועצה להחליט על הארנונה הכללית עד שלושה חודשים מיום תחילת כהונתה. בנוסף, ברשויות מקומיות בהן הבחירות לראש העירייה לא התקיימו עד ה-31.03, תתקבל החלטת המועצה על הארנונה הכללית עד ה-15.04. בנוסף קוצר הזמן לאישור השרים לבקשה בשינוי גובה הארנונה לשנה זו לארבעה חודשים ולא לשישה כפי שמופיע בחוק כיום.
