Official summary of the law (Knesset)

As part of the Law, it was established, as a temporary provision for a period of two years, that the president of the district court or their deputy may, at the request of the Commissioner of Police or an officer with the rank of Commander serving as head of the Investigations and Intelligence Division of the Israel Police, and following approval by the Attorney General or someone authorized by them for this purpose or to whom they delegated their authority, impose by order restrictions on a person acting within the framework of a crime organization, if convinced that there is a reasonable basis to assume that issuing the order and the restrictions set out in it, taking into account the level of risk posed by that person, is essential to prevent serious harm to a person's safety, and that the purpose of the order cannot be achieved by means of criminal law or by a less harmful method (hereinafter – a judicial restriction order). The restrictions that may be imposed as described are listed in the Law, and include, among others, a restriction on entry to a place in the country, a prohibition on leaving one's place of residence, a prohibition on maintaining contact with a person, and even a prohibition on leaving the country. At the same time, it was established that the validity of an order issued shall not exceed two months, except for an order concerning the restriction on leaving one's place of residence, whose validity shall not exceed 45 days. An order may be imposed for a shorter period, and extended for additional periods that shall not exceed, cumulatively, the maximum period. At the same time, there is nothing preventing the issuance of a new judicial restriction order at the end of the maximum period. Furthermore, the court that issued the order may establish in it powers for the Israel Police to ensure compliance with the order, including entry into a place used as the residence of the person against whom the order was issued, a search of their person, and penetration into computer material in their possession or under their control. In addition, further arrangements were established in the Law, including: procedures for filing the request for issuance of such an order and the hearing of the request, reconsideration of the request and appeal, authority to arrest a person who violated a judicial restriction order, including a prison sentence of four years which shall not be reduced below a quarter of the sentence unless the court decides to lessen the sentence for special reasons to be recorded, as well as a duty of the Minister of National Security to report to the Knesset's National Security Committee once every four months regarding the implementation of the Law.
