It is proposed to amend the Law, as a temporary provision for three years, in a manner that will allow the issuance of biometric identification documents, and the taking of biometric identification means, also by state employees who are not employees of the Population and Immigration Authority. These state employees will undergo the training provided to employees of the Population and Immigration Authority. The amendment will allow, among other things, employees of the Ministry of Aliyah and Integration to issue identity cards to new immigrants upon their arrival at Ben Gurion Airport.

מוצע לתקן את החוק, כהוראת שעה לשלוש שנים, באופן שיאפשר הנפקת מסמכי זיהוי ביומטריים, ונטילת אמצעי זיהוי ביומטריים גם על ידי עובדי מדינה שאינם עובדי רשות האוכלוסין. עובדי מדינה אלה יעברו את ההכשרות הניתנות לעובדי רשות האוכלוסין. התיקון יאפשר בין היתר לעובדי משרד העליה והקליטה להנפיק לעולים חדשים תעודת זהות עם הגעתם לנתב"ג.
