Official summary of the law (Knesset)
The Law on Powers to Safeguard Public Security, 2005, is intended to grant various powers to police officers, soldiers, and security guards in order to safeguard public security against hostile terrorist activity and violence, in a manner and place that will ensure maximum protection of human dignity, privacy, and rights. Within the framework of Amendment No. 8, it was determined that a soldier appointed under military orders to guard a place held by the Israel Defense Forces or used for a security purpose will have the authority to search the body of a person or a vehicle if there is reasonable suspicion that they attempted to enter or infiltrate that place without lawful permission, in order to ascertain whether that person is carrying an illegal weapon or whether the vehicle contains an illegal weapon. It was also determined that such a soldier will be permitted to detain a person attempting to enter or infiltrate without lawful permission into the place they are guarding, until the arrival of a police officer. It was further determined that the Chief of the General Staff, or someone authorized by him, will establish instructions regarding the marking and tracking of military weapons, the responsibility of the commanding officer at Israel Defense Forces bases to safeguard weapons held there, and the marking and fencing of compounds held by the Israel Defense Forces.
