Official summary of the law (Knesset)
The Law establishes that the temporary incapacity of the Prime Minister to fulfill his duties shall be due to physical or mental incapacity only, and shall be determined by the Prime Minister in a notice to the Government and to the Speaker of the Knesset, and with the approval of the Knesset House Committee by a majority of 2/3 of its members. In addition, the Government may also decide, by a majority of 3/4 of its members, that the Prime Minister is temporarily incapacitated due to physical or mental incapacity; in such a case, the Government shall be convened by the Prime Minister at the request of 3/5 of the members of the Government, and the Prime Minister shall convene the Government within three days of the submission of the request, or at a later date if so requested in the request. If the Government meeting is not convened within three days, the Government Secretary shall convene the Government immediately, and the Acting Prime Minister shall chair the meeting. The Government's decision in such a case shall remain in effect for three days and shall be brought for approval by the Knesset House Committee by a majority of 2/3 of its members, and if the Government's decision was made on health grounds, the House Committee's decision shall also be based on a medical opinion, and the House Committee may determine that the incapacity shall continue for no more than seven days from the date of the Government's decision; it is further established that if the Prime Minister does not submit a medical opinion in accordance with the rules set by the House Committee, he shall be deemed to have announced his incapacity. Extension of the incapacity period, in a case where the House Committee approved the Government's decision or where the Prime Minister did not submit a medical opinion, requires a Knesset decision, upon the proposal of the House Committee, adopted by a majority of eighty Knesset members, for a period not exceeding 21 days at a time, provided that the total periods do not exceed 100 days, as set forth in Section 16(b) of the Basic Law: The Government. It is further established that the termination of the Prime Minister's temporary incapacity, if determined by the Government and approved by the House Committee, as well as the extension of the incapacity period, shall be done by a decision of the House Committee, and if the incapacity was determined on health grounds — based on a medical opinion. Finally, it is established that provisions regarding the convening of the Knesset or committees during a recess shall not apply in this matter.
