The Law establishes an expedited mechanism for determining a betterment levy assessment in cases of dispute over the amount of the betterment levy, for sums of up to 90,000 NIS. In such a case, the debtor may submit to the committee a request for a reexamination of the assessment, together with his own assessment. An appraiser on behalf of the local committee will examine the request and may reduce the levy and set an agreed assessment with the debtor's approval. The decision will be forwarded for review by the Chief Government Appraiser, who may decline to approve it. If the Chief Government Appraiser does not notify of his decision within the period specified in the Bill, the amended assessment will be deemed agreed upon. If the matter was not processed through the expedited mechanism, it will be possible to turn to the mechanisms currently established in law, namely an appeal or a deciding appraiser.
