הבחירות לכנסת ה-25 נערכו בצל סמיכות הזמנים בין מערכת הבחירות האמורה למערכות הבחירות הקודמות ולצד התפשטות מחודשת של נגיף הקורונה. על רקע זאת, לקראת הבחירות לכנסת ה-25, נעשו מספר שינויים הנוגעים לבחירות וביניהם: הקלה על העסקת עובד רשות ציבורית בוועדת בחירות, הקמת קלפיות מיוחדות בבתי אבות, לחולי קורונה ולמבודדים, גמישות בנושא המכרזים עבור וועדת הבחירות המרכזית על מנת שתוכל להיערך במהירות לקראת הבחירות.
