Official summary of the law (Knesset)

It was determined that a woman who gave birth in the months of July through December of 2021 and was entitled to unemployment benefits while pregnant before 30 June 2021, but is not entitled to maternity benefits because she was not pregnant when her employment was terminated, will be entitled to maternity benefits calculated according to the last period during which she actually worked. In an additional amendment, the temporary provision was extended, under which, with regard to self-employed women giving birth, the income for the purpose of calculating maternity benefits may also be determined on the basis of a quarter of the year 2019, and this arrangement was also applied to an insured woman who gave birth by the end of 2021. In addition, the temporary provision in the Women's Employment Law was extended and adjusted, under which unpaid leave will not be counted within the 60 days during which it is prohibited to dismiss an employee after an absence due to a period of birth and parenthood, and the period of protection from dismissal will be extended accordingly. It was determined that a person whose employment was terminated in the months of July through September of 2021 is entitled to unemployment benefits even if they accumulated only 6 qualifying months out of 18, and will be entitled to half of the unemployment days to which an unemployed person who completed 12 qualifying months is entitled, and a person whose employment was terminated in the months of October through December of 2021 will be entitled to unemployment benefits even if they accumulated only 10 qualifying months out of 18, and will be entitled to 83% of the unemployment days to which an unemployed person is entitled under the regular arrangement. It was further determined that an insured person aged 45 and over who was paid unemployment benefits during the period from 1 March 2020 to 30 June 2021, by virtue of regular entitlement to unemployment benefits or by virtue of the special entitlement during the coronavirus period for shortened unemployment days for a person who accumulated a partial qualifying period, is entitled to an addition of unemployment days amounting to half of the unemployment days for which they were paid unemployment benefits by virtue of the said entitlements. In addition, the period for exercising unemployment days by virtue of this amendment was extended, and, with regard to insured persons aged 45 and over, the period for exercising unemployment days by virtue of the law that had not yet been exercised by 30 June 2021 was extended. In most cases, the unemployment benefits to be paid under this amendment will amount to 85% of the level of unemployment benefits paid under the Law. In addition, the temporary provision regarding the cancellation of the 30% reduction in unemployment benefits for an unemployed person undergoing vocational training was extended. It was also established as a permanent provision that a person will not be entitled to unemployment benefits for vacation days to which they are entitled, whether or not they were paid for them. It was also established as a permanent provision that payment of unemployment benefits during a period of unpaid leave initiated by the employer will be conditional on the duration of the unpaid leave being at least 30 consecutive days. In addition, it was determined that a person who was entitled, by virtue of a temporary provision, to an adjustment grant for those aged 67 and over in June 2021, will also be entitled to the grant for the months of July through September 2021, at reduced rates relative to the full grant amount.
