The Bill is intended to extend the validity of the emergency regulations concerning restriction of activity, whose validity expired on 21 June 2020. The Law entered into force on 23 June 2020 at six o'clock in the morning and shall remain in effect for 45 days. The Law introduces several changes relative to the emergency regulations. The Law details arrangements relating to the restriction of the activity of citizens and businesses in light of the coronavirus. It regulates prohibitions on staying in public spaces, for example in amusement facilities, discotheques, water parks and amusement parks. The Law also regulates rules of conduct in public spaces requiring a distance of two meters between persons, with an exception for people living in the same residence or belonging to the same family unit. The Law also sets rules regarding travel in a private vehicle. Another matter regulated by the Law concerns the conditions for operating places open to the public – the "purple badge" – as well as an employer's responsibility regarding the admission of people, employees or visitors, into the workplace where the employer conducts business and employs workers, including questioning regarding their health condition. The Law establishes specific arrangements for the operation of certain businesses, including, among others, cafes, restaurants, various stores, hair salons, alternative medicine treatments and beauty treatments and others, malls, markets, libraries, zoos, fitness centers, museums, tourist attractions, as well as event halls and venues for cultural events. In addition to the arrangements set out in the Law, directives of the Director-General of the Ministry of Health also apply, which detail the restrictions for the various types of businesses, as well as directives regarding prayer in a structure, operation of a ritual bath (mikveh), and more. The Law also establishes restrictions on the operation of public transportation, in accordance with conditions and instructions to be set by the Minister of Transportation. In addition to all of the above, the Law establishes an arrangement that did not exist in the emergency regulations, according to which the Government may, by order to be brought for the Committee's approval, change the permitted number of people present in event halls and at cultural events. Cultural events were only recently approved and included in the Law. The Law provides that the Government may, by order brought for the Committee's approval, allow, subject to restrictions, the operation of businesses whose activity is not currently permitted, and may also halt the activity of businesses whose activity is permitted under the Law. The Law includes offenses imposing criminal liability on a person or business owner who does not comply with the restrictions imposed on them by the Law. The amount of fines is set out in the coronavirus emergency regulations dealing with enforcement. The Law introduced relief in the conditions for hair salons, alternative medicine practitioners and businesses providing non-medical treatment of the human body, according to which practitioners and barbers will not be required to wear a mask, shield and gloves but only a mask, as long as the client also wears a mask.
