Official summary of the law (Knesset)

The purpose of this Law is to provide a financial incentive to employers who take in or return to work employees who were dismissed or placed on unpaid leave as a result of the coronavirus outbreak or shortly before its onset and who have not reintegrated into the labor market. This grant will incentivize employers to take in and employ these employees in the coming months. The Finance Committee held numerous discussions throughout the legislative process of this Law, during which it amended and added several amendments, including expanding the definition of "eligible employee" so that it also takes into account an employee's birth and parenthood period, in addition to an employee who was dismissed or placed on unpaid leave during the coronavirus crisis. It was also determined that a relative of a controlling shareholder in a corporation or a corporate manager who worked until 29 February 2020 would be eligible for the grant. Similarly, the Law provides that members of cooperative associations will also be eligible for the grant. The Law also sets timelines for deciding on grant applications, establishing 21 days for determining eligibility.
