Under the Law, some of the existing exceptions were expanded and additional exceptions were added, so that the obligation set forth in Section 2 of the Ordinance will not apply in the following cases: • Regarding a motor vehicle that is state property, provided that the state has permitted its use or that its use is for state purposes; • Regarding a motor vehicle used by a police officer or another person under his instructions, for police purposes; • Regarding a motor vehicle used by an employee of the Israel Security Agency or another person under his instructions, for the purposes of the Israel Security Agency; • Regarding a motor vehicle used by an employee of the Institute for Intelligence and Special Operations (Mossad) or another person under his instructions, for the purposes of the Institute for Intelligence and Special Operations. The Minister of Finance, with the approval of the Knesset Economic Affairs Committee, may determine, by order, additional uses of a motor vehicle to which the provisions of Section 2 of the Ordinance will not apply, if he finds that there is no justification for applying the requirement of a valid policy to them. The provisions of the Law on this matter will come into effect three months from the date of its publication in the Official Gazette. Second, the addition of the possibility of issuing an insurance certificate by electronic means, and the adaptation of the Ordinance's provisions to the cancellation of the obligation to hold an original insurance certificate, including provisions regarding the manner of delivering the insurance certificate to insured persons, provisions regarding the retention of the certificate by the insurer, and ways of canceling the policy. The provisions of the Law on this matter will come into effect nine months from the date of its publication in the Official Gazette, and they will apply to policies whose insurance period stated therein begins on or after the date they come into force. The Minister of Finance, with the approval of the Knesset Economic Affairs Committee, may postpone by order the said effective date, for a period not exceeding 18 months, if he is convinced that an additional period is required to prepare for the implementation of the Law. In addition, the Law provides that the Capital Market, Insurance and Savings Authority will report to the Knesset Economic Affairs Committee, at the end of six months from the date of the Law's publication, on the progress of the procedures required for its implementation.
