Official summary of the law (Knesset)
The Citizenship Law (Amendment No. 13), 2017 was passed by the Knesset on 6 March 2017. The Law provides that proceedings to revoke citizenship shall be held in the presence of the citizen whose matter is being heard, unless a summons to the hearing was delivered to him in accordance with provisions to be set by the Minister of Justice with the approval of the Interior and Environment Committee, and he did not appear on the date set, and the court found that holding the hearing in his absence would not constitute a miscarriage of justice. If the citizen cannot be located or a summons cannot be delivered to him, the court may order that the hearing be held in his absence, if substitute service was carried out in accordance with provisions to be set by the Minister of Justice with the approval of the said Committee. In addition, in cases where the hearing is held without the presence of the citizen whose matter is being heard, the court shall appoint him an attorney under the Legal Aid Law, and the authority to determine the alternative status of a person whose citizenship has been revoked shall be given to the Minister of the Interior, instead of the court as is currently the case.
