החוק קובע, כהוראת שעה לתקופה של שנה, כי ניתן להרחיק שוהים שלא כדין שהשתתפו במשט לרצועת עזה בתוך 24 שעות ממסירת צו ההרחקה, זאת במקום פרק הזמן של שלושה ימים שנקבע בדין הקיים. עוד קובע החוק כי הממשלה רשאית להאריך את תוקף הוראת השעה בתקופות נוספות של עד שנה בכל פעם, ובלבד שסך כל תקופות ההארכה לא יעלה על שנתיים. הארכה כאמור תיעשה בכפוף להמלצת ועדת הפנים והגנת הסביבה ולאישור הכנסת.
