Official summary of the law (Knesset)
The Law for Dealing with Severe Cyberattacks in the Digital Services and Storage Services Sector (Temporary Provision), 2023, regulates the powers to deal with cyberattacks against these providers. The law authorizes the National Cyber Directorate, the Israel Security Agency, the Director of Security at the Ministry of Defense, and the IDF to declare a cyberattack as severe, to require providers to present any information or document required to examine the severity of the attack, and to instruct them to take actions to detect and contain the attack. The law establishes a reporting obligation on the part of companies upon identifying an attack, and requires maintaining customer privacy, deleting information upon completion of handling, and monthly reporting to the Knesset and the Attorney General for oversight purposes. Now, as part of Amendment No. 4 to the law, the validity of the temporary provision was extended for an additional year, so that it will remain in effect until 31 January 2027. In addition, a technical amendment was made to the reporting section of the law, dealing with the grounds under which an authorized manager determines that an attack is severe, in order to adapt it to the tightening established in a previous amendment, according to which a severe attack is one that may severely harm the proper continuity of supply of essential services.
