The Law establishes that the Minister of the Interior shall be authorized to declare, by order, that a village or group of villages or an area shall be administered by a local or regional council, even where the number of residents therein does not exceed five thousand, subject to the fulfillment of three conditions. First, there exists an approved district outline plan; second, a detailed plan has been approved or deposited that includes more than 2,500 housing units, or 1,250 if special circumstances exist; finally, the Minister is convinced that the settlement is expected to include more than twenty thousand residents, or ten thousand if special circumstances exist, within ten years from the date of establishment. The Law further establishes that the Minister of the Interior shall report once a year to the Knesset Interior and Environmental Protection Committee on the implementation of the Law, including the local councils declared pursuant to it, the circumstances for the declaration, and the progress of the actual establishment procedures.
