Official summary of the law (Knesset)

Under the Law, traffic offenses that are fine offenses, namely offenses for which the offender is given the option of choosing whether to pay the fine or stand trial, will be handled at the administrative level within a new, dedicated administrative tribunal to be established at the Ministry of Justice, to be called the Traffic Tribunal. Hearings at the Traffic Tribunal, unlike hearings at the Traffic Court, will generally be conducted without the presence of the parties, based on arguments and evidence submitted in writing only, unless the tribunal finds that this would impair the administration of justice. If the tribunal decides to hold a hearing with the parties present, the hearing will be conducted by technological means, except in cases where the tribunal decides that this would impair the administration of justice, in which case the hearing will be held with the physical presence of the parties. The Law enshrines the obligation of the Ministry of Justice to operate service stations whose role is to assist those wishing to use the online system in appeal proceedings before the Traffic Tribunal. These stations, which will also have service representatives available to the public, will be deployed nationwide according to judicial districts, and will offer the ability both to participate in online hearings and to submit appeal documents. The Law includes provisions regarding the appointment and qualifications of members of the Traffic Tribunal, as well as provisions regarding an administrative traffic registry, to be maintained by the police, which will replace the existing traffic offense registry for traffic offenses that will become traffic violations. The Law's commencement date is 15 months from the date of its publication in the official gazette, but the Minister of Transportation, with the approval of the Knesset Economic Affairs Committee, may postpone this date by two periods, each not exceeding 6 months, if convinced that preparations for implementing this Law have not yet been completed. The Law will apply in stages - first to traffic offenses currently carrying a fine ranging between 100 ILS and 500 ILS that are not speeding offenses, and only half a year later to traffic offenses currently carrying a fine ranging between 750 ILS and 1,500 ILS, as well as to speeding offenses. An exception to these commencement dates is established regarding the provision on applying the points system to traffic violations. The points system is an arrangement for recording points against a person who commits a traffic offense, with the value increasing the more serious the offense. In order to allow time to adapt the regulations on this matter to traffic violations, it is established that the effective date of the provision regarding the application of the points system to traffic violations will be the commencement date of those regulations, and the Law sets a deadline for bringing these regulations for approval by the Economic Affairs Committee.
