It is established that the State Treasury will reimburse a faction, candidate, or list that ran in the most recent local authority elections and for which elections ultimately did not take place, in an amount equal to the election expenses actually and lawfully incurred, provided that the amount does not exceed 75% of the total financing amount in the authority, less any advances received. If the total amount payable to all candidates exceeds 115% of the financing amount for all relevant local authorities, the payment amounts received by the candidates will be reduced by an equal rate. Payment will be conditional on submitting a request to the Minister of the Interior within 30 days and submitting a financial report to the State Comptroller. In addition, it is proposed that an additional donation from a person be permitted, even if that person already donated the maximum contribution for the benefit of the elections that did not take place.
