The Law includes amendments intended to improve and refine the system for regulating the occupation of coaches in sports disciplines requiring a certification under the Law, including: creating four levels of certification for sports coaches; establishing conditions for the issuance of a certification by a training institution and authorizing the Ministry of Culture and Sport to administer examinations on its behalf; establishing a registry of certification holders and authorizing the ministry's designated official to check criminal information as a condition for registration in the registry; improving the arrangements for recognizing coaches holding certificates or experience obtained outside Israel; regulating the recognition of coach-training institutions and establishing a registry of such institutions; granting the Ministry of Sport administrative powers for the purpose of supervising and enforcing the provisions of the Law, such as powers for inspectors to demand information and identification, the possibility of enlisting the assistance of external examiners, and the power to impose financial sanctions. The Law will come into effect within two years of its publication, with the possibility of an extension of six months by order.
