About the law and the debate
Official summary of the law (Knesset)
The Entry into Israel Law, 1952, relates, among other things, to offenses concerning the transportation, housing and employment of residents of the Judea and Samaria area who entered Israel or are staying in the country unlawfully, in order to reduce this phenomenon. Following the increase in recent years in the scope of this phenomenon, alongside its implications for the security of Israel's citizens, the Entry into Israel Law was amended so as to make the punishment for the relevant offenses more severe. As part of Amendment No. 39, it was determined that the court shall order, independent of any other punishment, the suspension of a license or business permit granted, with respect to the occupation connected to the offense, for a period not exceeding one year, upon the conviction of an individual or corporation for offenses of transportation, housing and employment under aggravating circumstances, or managing or organizing transportation services for residents of the Judea and Samaria area who entered Israel unlawfully, unless the court deemed otherwise for special reasons to be recorded. It was further determined that the court shall order, independent of any other punishment, the forfeiture of property connected to the offense of a person convicted of such offenses, including the residential apartment or business in which the offense was committed, or alternatively the forfeiture of the value of the property connected to the offense, unless the court deemed otherwise for special reasons to be recorded.

What was said in the plenum
The bill increases the severity of punishment against those who employ, house, or transport illegal residents from Judea and Samaria and the Gaza Strip, especially when the resident expressed support for terrorism, was a member of a terrorist organization, or carried out an act of terrorism, and establishes stricter mechanisms for asset forfeiture and suspension of business licenses. The debate focused on the need to address the security threat posed by this phenomenon by creating economic deterrence against employers and those who assist illegal residents, with the sponsoring Knesset members presenting the law as the product of joint work between the coalition and the opposition; reservations to the law were withdrawn and only the Hadash-Ta'al and Ra'am factions actively opposed it.
