As part of the Firearms Law (Amendment No. 24), 2023 (hereinafter – the Law), it was determined that a firearm replica is a barreled device that is not a firearm, including a part thereof, that can be converted into a firearm and which is of a type listed in a list to be determined by the Minister of Public Security by order, after consultation with the Inspector General of the Police. It was also determined that manufacturing, exporting, importing, storing, transporting and trading in firearm replicas shall require a license, and that possession and carrying of firearm replicas shall be done only at shooting clubs that have received a license for this purpose. Furthermore, as a temporary provision for one year, it will also be possible to grant authorization for the possession and carrying of a firearm replica for training and competition purposes, in a limited number and subject to conditions to be determined in regulations. As part of the amendment to the law, the date of publication of the order specifying the list of devices included in the definition of "firearm replica" was retroactively postponed by nine months, so that the order will be published by 6 August 2024, and the commencement of this amendment shall be on 6 November 2023. It was also determined to postpone the expiration date of the import prohibition in this matter, as long as the said order has not entered into force, or until eighteen months from the date of commencement of the law, whichever is earlier.
