About the law and the debate

Official summary of the law (Knesset)

It was determined that a foster parent in emergency foster care will have the authority to give consent for medical examination and medical treatment, including taking medications, performing blood tests, and receiving vaccinations given to all children in Israel, but excluding medical treatments listed in the First Schedule to the Patient's Rights Law, such as surgeries and dialysis. It was further determined that in a case where a child placed in emergency foster care is hospitalized by virtue of the foster parent's authority as stated, a social worker under the Youth Law (Care and Supervision) or a social worker under the Welfare Law (Treatment of Persons with Intellectual-Developmental Disability), as applicable, shall notify the court handling the child's case shortly after the hospitalization. In addition, it was determined that regarding the granting of a license for emergency foster care, the maximum age limit of 56 years, which applies to regular foster care, will not apply.
