About the law and the debate

Official summary of the law (Knesset)

The law abolishes the condition whereby a sibling or child of an abductee, captive, or missing person is entitled to a quarterly grant of 21,000 new shekels only if payments are not being paid to him or on his behalf under the Law for Compensation to Family Members of Abductees and Missing Persons in a Hostile Action, 2023. The law determines that the grant will be paid to such a sibling or child who has reached 18 years of age, offset by three times the compensation paid to him or the supplement to the compensation paid on his behalf under the aforementioned law, under the Law of Families of Soldiers Fallen in the War (Compensation and Rehabilitation), or under the Law of Compensation for Victims of Hostile Actions. Payment to those entitled under the terms of the law will be made retroactively starting from 7 October 2023. The law also determines that social benefits paid under agreements made from 1 January 2024 until 31 March 2024 under Section 9 of the National Insurance Law due to the special security situation will not be considered income for the purposes of any law, unless otherwise specified therein.
