About the law and the debate
Official summary of the law (Knesset)
The Traffic Ordinance grants the Minister of Transport and Road Safety the authority to extend, by order, for special reasons, the validity of vehicle licenses for a period of up to 90 days. The law grants the Minister of Transport and Road Safety the authority to extend the validity of vehicle licenses for an additional period of up to 90 days, meaning, in total, for a period of up to 180 days from the date on which the vehicle license expired, for those entitled under the Deferral of Dates Law (Temporary Provision – Swords of Iron) (Contract, Judgment or Payment to an Authority), 2023 (hereinafter – the Deferral of Dates Law). Those entitled under the Deferral of Dates Law include, among others, hostages, missing persons, evacuees, security forces personnel and reserve soldiers (hereinafter – those eligible for deferral). It was also established that the minister may condition the extension on certain terms or determine specific categories of those eligible for deferral to whom the extension will apply regarding a vehicle license owned by them. The Deferral of Dates Law, which was enacted due to the Swords of Iron war, deferred, for those eligible for deferral, the deadline for payment of various payments, including the deadline for payment of the vehicle license fee, starting from the outbreak of the war. At the same time, the minister used her authority under the Ordinance, and extended, for various periods, the validity of vehicle licenses that had expired, initially for the entire population, and later for those eligible for deferral. In December 2023, the Deferral of Dates Law was amended, and those eligible were given an additional deferral in payment of the vehicle license fee. However, the minister's authority regarding extension of the validity of vehicle licenses was exhausted with respect to some of these licenses, because more than 90 days had passed since their expiration date. In light of the difficulty faced by the eligible population in meeting the requirements for renewing a vehicle license (fee payment and performing an annual roadworthiness test – "test"), in order to ensure that they hold a valid vehicle license even if they are unable to meet the requirements of paying the fee and performing the annual test, and in order to create consistency between the deferral of the deadline for paying the vehicle license fee under the Deferral of Dates Law and the validity of the vehicle license, the law was enacted and the minister was granted authority to extend the validity of such vehicle licenses.
