It was determined that full funding of annual tuition will be given to eligible discharged soldiers (soldiers who served as combat soldiers, lone soldiers, new immigrants, soldiers from the Arab population, including Druze or Circassian, and soldiers who received family payments due to their parents' economic situation), instead of funding at a rate of 75%. Participation in tuition funding will be carried out gradually, such that in each academic year the eligible discharged soldier will receive 85% of the annual tuition, or, if the tuition actually paid is less than the annual tuition, the tuition actually paid, and in the final year the soldier will receive the remaining balance equal to the completion of tuition for three or four years of study, as applicable. An extension was also established for the period for exercising eligibility, to five years after the end of the year in which the soldier was discharged from mandatory service, and regarding a soldier who served additional service, the period of additional service will not be counted within the five-year eligibility period, provided that he began his studies within seven years from the end of the year in which he was discharged.
