Provisions set out in the Emergency Regulations were added as a temporary provision, in order to regulate security bodies' access to information from the biometric database at the Ministry of Interior for the purpose of identifying and locating those murdered, missing and held captive following the Iron Swords War, as well as the police's ability to receive information, including genetic and medical information, that could assist in this task. Additional amendments were also added concerning the retention of fingerprints in the biometric database and the prohibition on deleting them during the period of the temporary provision, the use of facial feature images by the Population and Immigration Authority, and provisions regarding the authority of the IDF to demand information and documents. The amendments were anchored within three temporary provisions: the first - in the Inclusion of Biometric Identification Means and Biometric Identification Data in Identity Documents and in a Databank Law, 2009; the second - in the Police Ordinance; and the third - within the framework of the proposed Law. The temporary provisions will remain in effect for one year from the Law's effective date, until 7 November 2024, subject to the authority to extend this period, by the Minister of Interior or the Minister of National Security or the Minister of Defense, as applicable, for additional periods not exceeding 12 months in total. It was also determined that during the period of the temporary provision, the said powers may also be used for the purpose of locating missing persons and the dead within the framework of a mass-casualty civilian event declared as such by the Minister of Interior.
