An offense was added, as a temporary provision for a period of two years, prohibiting systematic and prolonged consumption, under circumstances of identification with a terror organization, of certain publications of the Hamas and ISIS terror organizations that include a direct call to carry out acts of terror, words of praise, sympathy or encouragement for acts of terror, or documentation of an act of terror accompanying the consumption of publications that include a call to carry out an act of terror or words of praise or sympathy for such acts. The penalty for this offense under the Law is imprisonment for one year. However, consumption of publications done incidentally, in good faith, or for a legitimate purpose shall not constitute prohibited consumption. The Minister of Justice must report every six months to the Constitution, Law and Justice Committee, specifically, on the manner in which this offense is enforced. It was also determined that the Attorney General may delegate to the State Attorney and the Deputy State Attorney the authority to approve the filing of indictments for the full range of expression offenses related to the fight against terror.
