The Law is intended to address implementation problems in the field of inheritance arising from the terrorist attack of 7 and 8 October 2023. It was determined that an heir of a person who died as a result of the war actions specified in the Law during the period from 7 October 2023 until one year after the end of the period of validity of the declaration of a special situation on the home front, may waive his share of the estate not only in favor of the testator's spouse, child or sibling, but also in favor of the testator's family members, as well as in favor of a former spouse, a child, or a child whom the testator regarded as his own. This period may be extended. It was also determined that when family members died in war actions and their deaths occurred on 7 October 2023 or on 8 October 2023, they shall be regarded as persons for whom it cannot be determined who died first, in order to minimize discussions regarding the order of deaths, and as an exception to the principle whereby the estate passes to the heir of the last family member to die.
