About the law and the debate
Official summary of the law (Knesset)
This Law establishes several supplementary arrangements arising from the postponement of the general elections for local authorities due to the "Iron Swords" war. Thus, for example, a mechanism was established for compensating the estate of a candidate for the chairmanship of a regional council who was recognized as a fallen soldier of Israel's wars or as a person who died as a result of a hostile act related to the special security situation, for election expenses lawfully incurred by the candidate. It was further determined that the obligation to take leave or to suspend service from the date of submission of the lists, which applies to candidates employed in state service and to permanent members of the Israel Defense Forces, shall not apply until the 30th day before the new election date. It was also determined that a candidate required to take unpaid leave or to suspend his service in order to run in the elections, and who did so in accordance with any law, is entitled to special payment from his employer for the period during which he was on leave or his service was suspended, at a rate of 70% of his regular salary, not exceeding 11,870 NIS. In addition, it was determined that, within the framework of a temporary provision, the conditions for taking advances to finance election campaigns shall be eased, an early partial refund of guarantees given for the purpose of running in the elections shall be made possible, and the permitted amount of donations to a candidate or list shall also be increased.
