About the law and the debate

Official summary of the law (Knesset)

The Recognition for Citizens in Israel's Military Campaigns Law, 2017 was passed in its second and third readings on 20 March 2017. The Law establishes that if the Minister of Defense decides to award campaign medals to soldiers, the ministers responsible for the auxiliary organizations assisting the Home Front Command in emergencies may also award campaign medals to employees and volunteers in the auxiliary organizations. Currently, two bodies are included among the auxiliary organizations - the National Fire and Rescue Authority and Magen David Adom. In addition, the Minister of Defense will be authorized to award campaign certificates to citizens whose contribution to the war effort or to assisting the population is worthy of recognition, based on a recommendation of an advisory committee and with the approval of the Foreign Affairs and Defense Committee. This includes, among others, employees drafted into emergency service by a call-up order, employees and volunteers in organizations that acted in an exceptional manner in the war effort and civilian assistance, military routine security coordinators, civilian employees of the IDF, and even individual citizens who acted in an exceptional manner. It is also established that the authority to award campaign medals to employees of the Israel Security Agency and the Mossad will be transferred from the Minister of Defense to the Prime Minister, and the authority to award medals to police officers and prison guards will be transferred from the Minister of Defense to the Minister of Public Security.
