The Oil Transport and Storage Infrastructure by an Operating Entity Law, 2017, was passed in its second and third readings on 20 March 2017. The amendment establishes that a company fully owned by the state will be established before the end of the concession period of the existing company under the Oil Pipeline Concession Law, 1968. The company to be established will be the first operating entity and will be granted various rights, including the right to lease and use land and fixtures attached to it, and a right in the enterprise. The amendment also establishes various arrangements regarding taxation applicable during and after the concession period, confidentiality and freedom of information, the establishment and maintenance of operational assets, entry onto land and the performance of actions thereon for the purpose of establishing, operating or maintaining the company's facilities, provisions regarding the applicability of the Planning and Building Law, and more. In addition, the law establishes provisions ensuring the rights of employees, so that they may transfer from the existing company to the company to be established without their rights being harmed.
