About the law and the debate

Official summary of the law (Knesset)

The Amendment provides that a birth grant will be paid to a woman who has given birth even if she did not require hospitalization in connection with the birth, and effectively enables the granting of a birth grant to women giving birth at home. The grant will be given on condition that a midwife or physician confirms that they were present at the birth, and that the birth was conducted in accordance with the provisions of the Ministry of Health circulars regarding home births, which are intended to ensure the health of the mother and newborn during and after the birth. In order to receive the birth grant, the woman who gave birth will need to submit the midwife's affidavit or the physician's certificate to the Ministry of Health, and the Ministry of Health will report this to the National Insurance Institute, which will pay the grant to the woman. The Amendment takes effect on 1 June 2017, and will apply to births occurring from that date onward.
