The required education was defined, and it was established that the candidate must hold a recognized academic degree in Sharia law or Islamic studies, and must have engaged in Sharia pleading for at least five years. In addition, the eligibility requirements for appointment as a Qadi in the Sharia Court of Appeals were changed - in addition to the basic eligibility requirements for appointment as a Qadi, it was established that a candidate for the Sharia Court of Appeals must have served on the court for at least four years, or hold an academic degree in Sharia law or Islamic studies and have served as a Sharia pleader for at least seven years, or have practiced law for at least seven years. In addition, it was established that among the members of the committee for selecting Qadis who are government ministers or Knesset members, no more than one member from each party may serve, provided that at least two Knesset members who are Muslim are elected to the committee.
