Official summary of the law (Knesset)

The Law for the Prevention of Violence in Care-Providing Institutions authorizes the director of a medical institution, a social services department, or a place that provides welfare services, to prevent entry into the institution by a person who has repeatedly engaged in verbal or physical violence against an employee of the institution, or who has damaged the institution's property. This is an administrative sanction of removal from the institution, in addition to the criminal and civil sanctions that exist in similar situations under the Penal Law and the Prohibition of Defamation Law. Under the Law, "verbal violence" was defined to include threats as well as abusive language, defamation, humiliation, or other expressions involving harm or degradation. Due to the increasing use of the internet and the growing incitement against medical and welfare personnel through this medium, it has now been determined that the definition of "verbal violence" should be expanded to also include publications directed at a staff member of a medical institution or a welfare worker, in connection with their work, if the publication creates a real concern that the publisher will commit an act of physical violence against such a person.
