Official summary of the law (Knesset)
The Law provides that until 31 December 2030, no sewage and road, pavement, and street paving levies will be imposed on photovoltaic installations used to cover an area or structure, provided that the levies imposed in respect of the area or structure have been paid. The Law also establishes a one-year temporary provision whereby an increase in the value of real property resulting from the establishment of an agrivoltaic installation will be exempt from a betterment levy.

החוק קובע כי עד ליום 31 בדצמבר 2030 לא יוטלו היטלי תיעול וסלילת כבישים, מדרכות ורחובות על מיתקנים פוטו וולטאיים המשמשים לקירוי שטח או מבנה, ובלבד שההיטלים שהוטלו בגין השטח או המבנה שולמו. עוד קובע החוק, הוראת שעה למשך שנה, שלפיה השבחה במקרקעין הנובעת מהקמת מיתקן אגרו וולטאי תהיה פטורה מהיטל השבחה.
