Official summary of the law (Knesset)

The Law establishes (for clarification purposes) that a guardian may open or manage a payment account for the person under their guardianship, and may also use payment instruments, checks and direct debit authorizations on their behalf, including via online means. It is further established that a payment service provider approached by a guardian for the purpose of receiving these services shall not refuse the request, and shall not condition the provision of the service on unreasonable terms under the circumstances merely because the account belongs to a person for whom a guardian has been appointed. These provisions were also applied to a power of attorney holder, so that they may act in the same manner with respect to the grantor.
