The Law provides that the competition uniform of an elite athlete representing the State of Israel in an official international competition shall display the national flag. However, the Minister of Culture and Sport may determine that this requirement will not apply to certain sports branches, and may also establish a procedure whereby the provisions of the Law will not apply in certain cases, due to special circumstances, for example security-related circumstances.
