Official summary of the law (Knesset)

A temporary provision, valid for four months, was established for the re-examination and approval of requests to extend visitor-stay permits for the employment of foreign home-care workers, which were rejected during the Coronavirus pandemic. These permits will be examined in cases where the relationship between the patient and the foreign worker has continued for more than several months, due to reliance on the lengthy preparation period granted following the Coronavirus pandemic, provided that at the time the request was submitted the foreign worker had not resided in Israel for more than 13 years. All this in order to prevent the severance of a long-term care relationship which could cause serious harm to the patient.
