The Law increases, on a one-time basis for the years 2023 and 2024, the permitted government expenditure amount in a manner reflecting the acceleration of inflation in 2022, by changing the method of indexation used to calculate the permitted government expenditure amount: in 2023 the indexation rate will be the average Consumer Price Index for 2022, and in 2024 the indexation rate will be the average Consumer Price Index over the three years preceding that year. In addition, due to the said change in the method of indexation, it is provided that in 2026 and 2027 the component added for 2023 and 2024 will be deducted so that it is not counted twice and so as not to cause a significant deviation from the growth trajectory of the government expenditure limit.
