This Law provides that a parking lot operator shall charge parking fees based on the parking time, calculated according to the number of minutes the vehicle was parked, starting from the first hour. This changes the arrangement previously set out in the Ordinance, under which during the first hour of parking, fees were charged for the full hour regardless of the actual length of time the vehicle was parked, and from the second hour of parking onward, fees were charged based on parking time calculated in 15-minute increments during which the vehicle was parked. In addition, the Law authorizes the Minister of the Interior, with the consent of the Minister of Transportation and Road Safety and with the approval of the Knesset Economic Affairs Committee, to determine that this provision shall not apply to parking lots that charge parking fees lower than an amount to be set in Regulations.
