The Prohibition of Consumption of Prostitution Law (temporary provision and legislative amendments), 2019, establishes for the first time a prohibition on consuming an act of prostitution, including an attempt to consume such an act. Enforcement of the prohibition will generally be carried out administratively, through an administrative fine of up to 2,000 NIS for a first offense. This is in addition to the possibility of filing an indictment under circumstances to be determined in procedures, in which case a maximum fine of 75,000 NIS may be imposed. The Law also includes purpose and reporting-to-the-Knesset provisions, as well as a research requirement. The Law is established as a temporary provision for five years and is set to enter into force one and a half years from the date of its publication.
