This amendment provides that the Minister of Finance will be authorized to extend the validity of an order declaring a special planning area for a second additional period not exceeding three years. It also establishes additional representatives who will be members of the special committee during the second additional period, and a requirement to invite two representatives of local authorities adjacent to the special planning area to be appointed by the Minister of Finance.
