The Economic Assistance Law for the Encouragement of Torah Students and Needy Students, 2016 (hereinafter - the Law), was passed in second and third reading on 26 December 2016. The Law established eligibility for needy Torah students for economic assistance not exceeding 1,040 NIS per month according to economic criteria and according to minimum study hours in a kollel of between 35 and 40 weekly hours, for a maximum period of up to 5 years. The Law also established the rule set in the government decision from the beginning of 2016, according to which the budget of the assistance fund for grants and loans for needy students in institutions of higher education, operating under Section 25B of the Council for Higher Education Law, 1958, will be at least 21% higher than the amount of assistance set for needy Torah students - all without harming the independence of the Council for Higher Education and the Planning and Budgeting Committee to determine the criteria for granting grants to needy students and the amount of the grant.
