Official summary of the law (Knesset)

The Police Ordinance (Amendment No. 33) Law, 2017 was passed in second and third reading on 26 July 2017. The Law establishes provisions regulating suitability screenings for candidates for positions in the police force as well as for those holding positions within it, in order to ensure the maintenance of integrity, the proper functioning of the police, and to strengthen public trust in the police, with the aim of protecting public peace and security. The Law establishes the circumstances under which suitability screenings may also include a polygraph examination, the purpose of which is to detect and prevent serious criminal offenses or acts that harm the integrity required of a police officer, the commission of which could significantly harm the functioning of the police or harm public trust in the police. Officers at the rank of Deputy Commissioner and above, as well as those holding positions as station and regional unit commanders, heads of divisions in national and regional units, and officers serving in the information security unit, will undergo the examination once every five years. The most senior among them will undergo the examination even before their appointment to the position, namely: candidates for the position of officer at the rank of Commissioner or officer at the rank of Deputy Commissioner who is a member of the command staff, head of a national unit, or head of a division in the Operations Department or in the Investigations and Intelligence Department. Regarding the rest of the police officers, a polygraph examination may be conducted as part of the suitability process only if a real concern has arisen regarding unsuitability for the position, and that continued service in the position could cause harm to public peace and security or harm public trust in the police. The decision to conduct a polygraph examination in such a case will be entrusted to a committee headed by the Commissioner of Police or his deputy. The Law also establishes confidentiality over all material from the suitability examination, subject to certain exceptions, and as a rule, it may not be used as evidence in court, except in legal proceedings initiated by the examinee regarding a decision made concerning him.
